Kerala Police

In the state of Kerala, India, the agency that enforces law is the Kerala State Police (Malayalam). The headquarters of Kerala Police is in the state capital Thiruvananthapuram. The erstwhile Travancore Maharaja established The Police training college during the 20th century in Thiruvananthapuram. A very large Kerala Police Academy was established at Thrissur in the year 2004. The slogan of Kerala Police Force is “Mridhu bhave dhrida krthye” meaning “Soft in Temperament, Firm in Action” in Sanskrit.

In India, Kerala Police Department has been reckoned as one of the best governed police forces, and is ranked in several social security rankings as apex in terms of law and order, among all states. Right from 2006, Kerala Police has initiated the program of modernization to counter the 21st century challengers. Police of kerala also reputed for being one of the first State Police in not only in India but also in South Asia for introducing community policing.Department of Home Affairs, Government of Kerala, absolutely administers the Kerala Police Department. The present Home Affairs Minister for Kerala is Oommen Chandy. Police of Kerala is lead by the Director General of Police (DGP). Jacob Punnoose IPS is the current DGP of Kerala Police.

State Police Headquarters

The Police HQ Complex of Kerala Police is located in the heart of Thiruvananthapuram, the state capital, at Vellayambalam. The State Police Headquarters has three main complexes which are situated inside. At Vellayambalam Palace is the Office of DGP located. The erstwhile Royal Travancore Police used this place as its main office. The officers of staff at The DGP Office, perform their duties in the Bank House nearby. Majority of other administration and other important offices are situated in the newly built PHQ Towers, at the back of the palace. The prominent offices such as the NRI Cell, the SC/ST Special Cell, the Hi-Tech Crime Enquiry Cell (HTCEC) and the Central Command Centre are present at the PHQ Towers. Other than these, regular ministerial staff in substantial number also work at this place.

Kerala Police Recruitment

Kerala State Police follows a special Recruitment System. So as far as the recruitment of  Sub Inspectors for Local, A.P.Bn, Armed Reserve and Police Constables except Technical/Semi-technical divisions such as Band PCs, Carpenter PCs, Drivers, etc. According to the Mode of Recruitment, the SIs falling under the above mentioned Categories are selected through the Public Service Commission of Kerala (KPSC). When it comes to Constables, they are also recruited through the KPSC, and this is for AP Bns only.

The vacancies for Police Constables are communicated to the Public Service Commission of Kerala from the Armed Battalions of Police, and the Police Headquarters reports for Sub Inspectors. Based on the above recommendations, the KPSC notifies the vacancies and applications are received from eligible candidates. The selection of these candidates by the Police Department is done with the help of competitive written examination, physical examination and interview. When it comes to Police Constables, only written test and Physical Test are carried out. The eligible candidates are directly recruited based on the list of ranks that are furnished by kerala Public Service Commission.

Police Constables

After being recruited by the kerala Public Service Commission, the Recruited Police Constables will have to go through training at The Kerala Police Academy which is Kerala’s chief Training Institution, and in several Armed Police Battalions. They are appointed as Armed Police Battalion Police Constables in various Battalions, after passing out. Only after this, that they are eligible for relocated to the Armed Reserve (AR) at District Camps, subject to thea availability of vacant positions in the ARs.The Armed Reserve Police Constables in every district are subject to transfer from one corresponding feeder Battalion to another Battalion according to the seniority and available options. Again, the Armed Reserve Police Constables shall be relocated into the Local Police in course of time, based upon similar criteria.Thus, the practice has been instrumental in reserving the Battalions filled with new and dynamic Constables, and Local Police and the Armed Reserve are equipped with Police Personnel who are more experienced and matured.

Sub Inspector of Police

Direct Recruitment is undertaken in three categories only in Kerala Police

  • General Executive
  • Armed Reserve
  • Armed Police Battalions
  • General Executive (Sub Inspector, Local Police)
  • Around half of vacancies are appointed through the promotion of ASIs under General Executive by the DPB. The rest of the vacancies are appointed by recruiting personnel directly through the Kerala Public Service Commission, from which reservation of 10% for qualified Police personnel and 10% for efficient Ministerial Staff under the Police Department.

  • Armed Reserve (Sub Inspector, Armed Reserve) – (RSI)
  • Half of the posts are appointed through recruiting directly and the rest through promotion. The Armed Reserve Sub Inspectors recruitment follows the same rules applied for Sub Inspectors in General Executive.

  • Armed Battalion of Police (Sub Inspector, AP Battalion) – (APSI)
  • One-fourth of Sub Inspectors are recruited directly by Public Service Commission out of which reservation of 10% is for PCs/HCs. The remaining posts are filled through promotion
